Harvest Green schools are flourishing, but just as a garden can sometimes yield more than expected, a school can reach its enrollment capacity. Neill Elementary has reached that capacity, leading the Fort Bend Independent School District (FBISD) to enact a “cap and overflow” process that will send some students to nearby Pecan Grove Elementary. Here’s what you need to know:

What is Cap and Flow?

"Cap and overflow" refers to a process that occurs after a school's enrollment reaches capacity and students are then directed to attend a nearby school that has available space.

How Will It Affect Harvest Green Families?

Starting March 17, 2025, those enrolling at Neill Elementary on or after this date are being redirected to Pecan Grove Elementary. This adjustment is designed to ensure that every child receives the nurturing educational environment they deserve.

New students registered from February 24, 2025, to March 16, 2025, were assessed on a case-by-case basis. While families might wish for the certainty of Neill Elementary, registering during this time does not guarantee placement there as spaces are limited.

Why Pecan Grove?

Pecan Grove’s proximity to Neill Elementary and its capacity to welcome more students makes it an ideal location. Pecan Grove is dedicated to upholding the same high academic standards found at Neill Elementary and holds similar rankings, according to Niche.com. Plus, the school participates in the Whole Child Health Initiative which provides resources to support children's mental, behavioral, social, emotional and physical health.

How Will Kids Get to School?

Fort Bend ISD is taking steps to ensure that students transitioning to Pecan Grove Elementary do so with ease and efficiency. Parents can rest assured that this transportation plan is designed with their children’s safety and comfort in mind. The bus schedules are coordinated to align closely with school hours.

What About the Future?

The school district is monitoring enrollment projections for Neill Elementary and hope to have a plan in place for the 2025-2026 school year this spring. The district is taking a long-term view, continually assessing and adjusting to keep up with our community’s needs. They’re committed to creating sustainable solutions that will benefit our children for years to come. This means they’ll be looking at all aspects of our school system, from boundaries to facilities, ensuring that every student has access to a top-notch education.
